Deke, unless you wish not to have the Island ECN available to you, there's nothing you can do with Datek to avoid partial fills. It's setup to match your order with any open orders on the book first, then it is posted to the book where someone can preference it in its entirety. If I remember correctly, that is why the ECN's don't allow their members to send 'all-or-none' orders to them. It is ostensibly for liquidity, but that's another issue.

As long as you're not using an all-in-one order entry trading system, where YOU can be the one to preference against the orders on the ECN's, you'll be stuck with the partial fills at Datek. It's just how they do it, and I doubt there is anything any of us can do to change that. Sorry for the bad news.
