My understanding is that the revenue from CA is license revenue and will be realized as soon as any agreement is signed. This is in contrast to any possible revenue from the bid with IBM for govt work which will not be realized (if bid accepted) immediately. I suggest you call Neal Sanders yourself at 800-829-7614 to get further information and to raise the concerns you have expressed.
