Michelle, Starr's actions with regard to the information are dictated by the IC Statute. His charter is to provide information to the Congress of potential impeachable offenses. That's what he did. As bp stated, Congress put the book on the internet.

My problem with what Starr did focuses on the construction of his report. He devoted more time to the sex than he did to the crimes this corrupt president committed. That fed Starr's detractors. I am very disappointed in him.
