I think he (DougHboy) is just trying to buy time. If Clinton resigns or is run out of office after Jan 20, 1999 then Gore can have a shot at two elections. If Gore assumes the Presidency before, then only one. Clearly the November elections are going to have to bear the burden of the current presidential timber. The only battle left to be won is a counter-balancing Democrat in the WH given the Republican drift of Congress.
