just a bit too way-out even for the cheapest, sleaziest middle-aged male fantasy. That's because it's the equivalent of an adolescent's fervid night fantasy. Billy is like an obscene Tom Hanks in Big, the Holden Caulfield of the Capitol. I truly don't care at all about his personal life and whatever arrangements he and Mrs. Billy have. But I care a lot that when he is on the phone with a congressman discussing the sending of troops to Bosnia he might not be giving his entire attention to the question! DO we need a separation of sex and state amendment?
