Yes, assuming you have a single channel controller both CD and scanner should be terminated. The controller should NOT be terminated as it is in the middle of the chain. If you have just an external or internal device then the host adapter would be terminated as it would be at one end of the chain.

The Adapter probably has auto termination for itself ( senses both devices and disables it's own termination ) but you need to verify. Also I am sure you are aware that each device requires its own ID. The host adapter is most likely ID 7, and the other two devices require a unique ID.
