David- I don't know the validity of this rumor, but supposedly Vince Foster's wife found copies of some billing records in her attic which she turned over to Starr's office so they could verify the accuracy of the records found in the White House. I also believe they appeared one day after some type of statute of limitations involving the records expired (don't know the legal term to use here).
