I happen to agree with your assessment of the need for substantial and consistent volume to get a good read of a stock. From that point on I have a difference of opinion.

I believe the basis of TA is simple supply and demand. S&D can show were certain support and resistance levels lie. With the lower priced securities I prefer to rely on S&R using magnets which are a home brewed TA device. I do not rely on MAs once I have the magnet S&R in place. I do like to note if the stock is sitting above or below its 200 day MA. This will help to dictate how long I will plan on holding the trade. If I am in for an investment I will wait for a uptrend to establish and enter on a pullback.

Guess the only way to find out if the magnets are going to fly on RECY is if it does indeed dip to the lower 1 range will the downtrend provide the area of support which propels RECY upward for a nice short term gainer. Time will tell
