Yes, it can be annoying when the bus is sitting there
with the lights on and the kid is still in the
bathroom brushing his teeth.

I think the real problem is the disregard of any
common sense by the driving public, not just regarding
school buses, but driving in general. Nobody should
not know you're suppose to stop for a school bus
and nobody should use the excuse that they didn't
SEE the bus. People just don't pay attention behind
the wheel of their car. And 40,000 fatalities every
year proves it.
