Your example points out a fallacy of thinking that sex is to be punished, I'm not sure why you are promulgating that. The harassment issue is one that deals with relative power. There is no inherent power imbalance between two consenting military officers of approximate same rank, hence they can socialize without fear of fraternization policy issues. The inherent harassment comes when there is a power imbalance implied by significant difference in rank, especially as in an officer and enlisted or non-commissioned person. This power imbalance is paralleled in civilian life in the extreme with the President and a White House intern.
