US government fiscal year starts October 1 every year. FY2000 will start on 10/1/99. But every government department will have submitted FY2000 budget requests by now, so there are thousands of USG computers already thinking about the next century.

But don't tell the Y2K fanatics that...might spoil the fun, especially since all their stock picks are in the crapper right now.
