That link takes you to the news release on a separate matter that was taken up in the FCC open meeting today. The Universal Licensing rules are basically about paperwork reduction -- as they said in the meeting, reducing 40 forms to 4. They also had a nice visual aid for anyone who might have doubted that initiative was a big deal.
