I suspect that if you look at the career of any president and anyone elected to high office, you would find lies somewhere. Some will lie more often than others, clearly. Some lie while talking to the "American people"; leave the obvious case of Nixon out of it, Reagan certainly did, LBJ certainly. They may justify their lies by thinking that it is "for the best" (e.g., Reagan and Iran/Contra), but they lie. If you eliminated people who lie from Congress and the presidency, you would eliminate everyone.
