Unfortunately, a "white hot" House as you put it, doesn't have the authority to do anything but evaluate the contents of the Starr Report and pass it to the Senate as Articles of Impeachment. There is no accelerator pedal.

It doesn't matter if their hopping mad or carrying torches and pitchforks up to the front lawn of the White House. He warned them through various trial balloons from administration officials that there was a scorched earth strategy being considered. It didn't stop them, and he and his advisors are comfortable with it - and it doesn't matter if the House or some investigative reporter can prove the information was leaked from the White House - BECAUSE IT ISN'T ILLEGAL and it does the maximum amount of personal damage to his enemies. (If memory serves, the line from the movie goes something like: "You don't bring a knife to a gunfight.")

Censure is meaningless and not a bargaining point because it isn't a penalty.

Americans have a pretty good sense of fairness, but they also have a much stronger bend toward apathy; if the White House can dribble this stuff out at just the right time, it will keep many voices on the hill wary and subdued. And as long as it takes to get the House to do anything, those subdued voices aren't going to rush things along.
