You're a moron. Waco was stupid and tragic. Clinton probably had no particular idea what was coming down there. Reno either, for that matter. Bunch of cowboys in the FBI came up with that one, and given how early it was in the Clinton administration, and how slow Clinton was to take the reins at Justice, I'd bet everybody involved in planning that one was a holdover from Reagan/Bush. Reno, like Ronald Reagan in Lebanon, took responsibility at the top. In some ways, that's unfortunate, because it kept the FBI cowboys who came up with the stupid plan from being investigated. Not that Reno is particularly good at her job, but on that one she was just backing up the chain of command.
As to the child abuse, DNA tests showed a lot of David Koresh genes in a lot of children there, and the "women" at Waco started bearing these children just about as soon as they could, 12-14 or so. Legally, this is pretty strong evidence that there was child molestation going on. Or maybe you're of the "if it doesn't fit you must acquit" crowd, and don't believe in that kind of stuff.
