NOT TRUE. Non reporting companies MUST file 15 (c) 2-11 with all market makers. Further, they must disclose any material changes on the 15 c when they occur. A 15 c must have 2 years audited statements for the company. 15 c is on file with NASD as part of their initial filing. Call your local district office if you cant get one from the market maker. Check S&P since they probably filed with them in order to get blue skyed in 35 states.
