Michael, I respectfully submit to you that this country is not and never has been "... a nation of laws." This is a pet phrase, indeed it is one often used by Starr, but it is false and misguides the American experience and purpose. Regarding the 'rule of law' being the basis of our system is absolutely wrong. The rule of law in all cases bends to the will of the people through their elected representatives. There are no absolute rules in America, save those which reside within the Constitution. The Constitution binds the legislative and executive branches and gives the power of review to the judiciary. It also binds the judiciary. The concept of "rule of law" is an imposter, because that which rules over law is the will of the people expressed through the vehicle of the Constitution. Have a good night.. I'm sure tomorrow will bring new material for this ongoing discussion.
