I have no opinion on the stock's future, but since my background is in chip design, I can answer some of your technical questions.

how can silicon ever replace the market for gallium arsenide?

It is the total cost/profit ration that matters. Case in point Ge vs. Si. Si was the better material, but manufacturing problems made Ge the dominant one until Si became cheap to produce. Likewise, if improvements in Si based equipment lower its cost performance ratio faster than those of GaAs, then companies like Vitesse will suffer. It's kind of like the old saying "I don't have to run faster than the bear; just faster than you".

The commucation equipment manufacturing sector should see tremendous growth over the next 5 years.

We are long way off from reaching the limits of silicon for main stream internet communication. The biggest problems to be solved yet are wire bandwidth and bus bandwidth. So long as these remain the main problems, any performance gained by the chips is wasted.
