"Earlier, the U.S. Senate enacted a law stipulating that the bailout fund of the International Monetary Fund (IMF) not be funneled into Korea's semiconductor, automobile and steel industries, and the International Bank of Reconstruction and Development (IBRD), virtually led by the United States, followed the suit."
I wasn't aware of this stipulation. What a joke. Its like the way many states (including IL, where I live) passed the lottery back in the 80s. They said that the proceeds would go to fund education. What they didn't say was that they would then strip an equal amount of other funding from education to pay for other things, netting zero extra funds for education.

How in the world does anyone plausibly expect to enforce this kind of stipulation about how funds get used? More gobbledygook from the Senate.
