Scientific-Atlanta's new box is based on a microSPARC core. There are only 5 companies that currently license SPARC tech. that are involed in MPEG-2. They are:

Toshiba
Matsushita
LSI
Hyundai
C-Cube

Everyone of these companies except C-Cube have said what their intentions are for SPARC. C-Cube was reported as not disclosing its intentions. The only one of the other 4, that planed to develop a MPEG-2 set top box solution was Hyundai.

Since then, I have spent hours looking at SEC documents at SEC edgar. It's really a good resource, but dry reading. The proto type of the chip for the pegusus box was most likely Matsushita. In SA's filings, they state over and over that they can buy parts from several vendors. The only manufacturer that they depend on exclusively is Matsushita. Matsushita manufactures SA's boxes now, and would be a logical partner to develope the Pegasus.

Here's where it get real complicated. Matsushita has an agreement with C-Cube to manufacture CUBE chips. They also have the right to produce an undisclosed number of CUBE's chips for their own purposes. After that number( what ever it is) has been reached, they would need to pay royalties to CUBE.
