Have you ever heard of naked short selling?

When did US law apply to foreigners?

For a US citizen to short-- the stock must be marginable. The Fed Reg T says which stocks are marginable. But, brokerages can margin stocks if they would qualify to trade on a NMS and meet those requirements.

From a court case:
""A short sale involves a seller agreeing to sell stock it does not own and then borrowing the stock from a broker to tender to its customer. The seller pays a fee while it borrows the stock and eventually must "cover" the short sale by returning an equivalent amount of stock to the broker. Short sales are closely regulated, and, according to the Federal Reserve Board margin rules, a seller is presently required to put up margin equal to at least 50% of the value of the stock it sells short. 12 C.F.R  220.19(a) (1995). In addition, any proceeds from the sale are frozen under the rules until the seller covers the short sale. ""

So, where in the world does it say anything about foreign investors in stocks are under US rules? You have a poor understanding of world legal rights. Do you realize that foreigners can trade US stocks? Did you know foreign MARGIN account rules may differ from the US's?

AND YOU CAN SELL A NON-MARGINABLE STOCK IN A CASH ACCOUNT AND USE THE THREE DAY SETTLEMNT RULE-- SO YOU HAVE TO COVWER IN THREE DAYS...
