Steven, the systemic problems with funding our military prevent anyone from seriously answering those questions. I'll give you an example of where I believe the military could save a bundle. The military pension system eats up something like 38% of the budget. Why we still have this antiquated system and not a decent 401K like the private sector is beyond reason or logic. The same thing holds true for Social Security. If we turned these programs into 401K's I believe it would be a win/win situation for everybody. Of course, you would have to grandfather people out, but after about a decade probably 90% of the people would elect to opt out of the old system in favor of the new one.

Procurement is another very ugly issue. We still buy in many cases from the lowest bidder. Business's figured out in the 80's through Deming, Juran Ishikawa Taguchi and others that "Quality" should be the overriding factor, not cost. Until you tackle procurement at the source, it's really impossible to determine with any degree of accuracy how much is or is not needed.

Third item and the one everyone always discusses is pay. The military is losing a lot of good people in the E-6 thru E-3 area due to pay. We pay the other levels fairly reasonably, but whenever they enact pay increases it's across the board instead of targeted toward the real need. Had a guy in my office just the othe day. Network manager, E-6. The military is desperate for these guys, yet what do you figure the chances of him staying in are when he can get 60K in the private sector?

I don't blame the leadership though. They are probably as frustrated to systemically change the system as anybody. They have to deal with congress and special interest groups who have vested interests in the status quo. Plus I would imagine just getting a bunch of Admirals to agree on these kind of inter-military changes is painful at best.
