Yes, but TVA had those dams networked -- and Oak Ridge probably got most of its electricity from eastern TVA dams -- such as Norris (which I think was built in part during the war as a priority measure). Later the big TVA steam plants became major sources for AEC diffusion plants at OR, Paducah, and Portsmouth.
