Let's do Civics 101, shall we? A prosecutor brings forth cases he or she believes are worthy of trial. Others decide guilt or innocence- either a jury, or in the case of certain government officials, Congress acts in that capacity, at least insofar as fitness for office is concerned. If a jury, or Congress, does not find with the prosecutor, then the matter is dropped. If that were to happen, Sleazebag Bill would walk- albeit with a crippled presidency. The prosecutor is not "held liable".
Now, are you suggesting that Mr. Starr's charges are frivolous? Interestingly, that would put you at odds with the White House. WH lawyers have now abandoned their claims of innocence based on legalisms, to which many dolts on this thread have subscribed, to one of "yes, the president made serious mistakes, but they do not fall in the category of impeachable offenses". Not, mind you, that it is their role to decide what is and is not impeachable. Are the sands perchance shifting under your feet too?
