No question. However, there is a difference between "can" and "should". In the case of Nixon, the coverup was related to a political action. Therefore the entire affair (the burglary and the coverup were political. In Clinton's case, the actions were not related to policy or other job-related issues, at least not in the opinion of a majority of Americans. That's why so many people are favoring a punishment less than impeachment.

The problem with that concept is that if impeachment is not the punishment, Congress is left with no option but to drop the matter. Censure is not provided for in the Constitution, and would be meaningless even if it were. Current feeling is that you can't indict a sitting President, so the criminal courts couldn't pursue the issue either. What middle ground is there? This is similar to the feelings that exist on the three strikes law in California. Many people have trouble convicting a person for that third strike, since the third strike can be something really minor (like stealing a piece of pizza), even though the reason the person is subject to the three strikes rule is their previous violent behavior. It is Clinton's past behavior (Whitewater, Travelgate, Filegate, etc.) and the way he has eluded all responsibility that has his current investigators determined to put him away once and for all.
