If it is done for political reasons, and for political disguest, it would be a form of Congressional coup.

If it is Constitutional and follows the law as to the manner and procedure by which the founding fathers wrote it into the foundation of out government then I fail to see how the 'underlying sentiment' of the Congress is at all an issue. My guess is that the founding fathers were well aware of the dynamics of political struggles and, given that there are provable offenses against the president, this is exactly the way in which a Congressional 'coup' is to take place.

To remove the powers of Congress to remove an offending president is to put the burden upon the people to remove him through public pressure, revolt or asassination.

It was mostly for political reasons that articles of impeachment were voted in the House, with only the cover of a technical violation of law.

To summarize; it is unrealistic to think that in a political environment the forces of politics are to be considered inappropriate. As long as Congress carries forth their duties in a Constitutional manner the issue of what they are thinking as they do it it totally irrelevant. No one needs to agree other than a simple majority in the House and a 2/3 majority on the Senate.
