Re: latitude. Yes, there is latitude. But not limitless latitude.
One can argue whether a Crime, if it is High, or bad enough, must also involve a misuse of office. In other words, is the "and" in High Crimes and Misdemeanors truly significant.
But it is quite clear that a crime that does not rise to a High Crime is impeachable.
A civil deposition lie which nearly all agree would never even be prosecuted is certainly not a High Crime. So much more so not, when it is now clear that even if he were prosecuted, Clinton could not be convicted of civil perjury, under all the circumstances.
It is an EXTREME, really extreme, and unreasonable, reading of the words High Crime and Misdemeanor to think that qualifies.
It is a reading which renders the words meaningless, and no restraint on Congressional discretion whatsoever.
