He appeared voluntarily after he was issued a subpoena. That being said, he still took an oath to tell the truth, whole truth and nothing but the truth. Once the POTUS agreed to testify he did not have the "legal" option of not answering(apart from taking the fifth). He said at the outset of his Grand Jury appearance (from the report)"I'm looking forward to the opportunity of testifying. I will do so completely and truthfully." Obviously this president reneged on his promise to answer questions. He read a prepared statement in which he admits "inappropriate contact" and then refused to answer specific questions other than to say it was not intercourse and did not involve the direct touching of Lewinsky's breasts or genitals. The president spent much of his 4 hours engaging in soliloquy and imo, "filibustering" in order to avoid answering Grand Jurors questions. Again, anyone else would be held in contempt. bp
