Or perhaps it is something so simple as interpreting the definition of "sexual relations" to include the president's penis within the "genitalia" part of the definition, and since his penis was definitely in "relation" to Monica's mouth, he perjured himself.

But in the Starr Report it says "even putting aside his definitional defense, the President made a second false statement to the grand jury. The President's grand jury testimony contradicts Ms. Lewisnsky's grand jury testimony on the question whether the President touched Ms. Lewinsky's breasts of genitalia during their sexual activity. There can be no contention that one of them has a lack of memory or is mistaken. On this issue, either Monica Lewinsky lied to the grand jury, or President Clinton lied to the grand jury. Under any rational view of the evidence, the President lied to the grand jury." And then it goes on to detail Lewinksy's detailed and specific testimony about these encounters. But of course, it does take a rational view to understand this. bp
