He in effect admitted to wanting to side step what the Jones lawyers were getting at. While telling the technically, legalistically, defensible truth.

Also, the responded with his "is" or present, versus past tense distinction, after the OIC lawyers asked whether Bennett's statement that Lewinsky's statement meant she is not having a sexual relationship of any kind or sort whatsoever could possibly be true.
Clinton said it could be true. It depends on what "is" means. He made clear that at the time of the question he had cut off all physical and improper aspects of the relationship for months, never to start up again.

He was, technically, right. Again. Deception. Without perjury. Thoroughly understandable, under the circumstances of the Jones case dragnet for irrelevant, but damaging if leaked leaked, information that had nothing whatever to do with proclivities towards coercing sex, or other harassing activity.
