IMHO, Phase I & II typically contains primarily safety and dosing trials. Since these two factors have been studied in the lab before, they could rush through these stages. Phase III is probably going to be a bit longer, because improved efficacy is not known scientifically (though it is intuitively likely) and because differentiation with respect to the parent drug is crucial for marketing.
