I agree with your description of how funding is used. I think if one could walk directly to private enterprise to individuals and by pass government officials money would have a chance of being properly used to assist many instead of the present method of lining pockets of greedy few. Problems then becomes who do you trust with funding. Perhaps you go to the peace corps who possibly from their experience can project who is capable and not corrupt. Very difficult task you end up fighting it at all ends and end up abetting more than aiding.
