Hello hdr,
The activity on TER doesn't look like a takeover to me. It does look like it may have hit bottom and is making a recovery, though currently in a pullback. It has support at $18, however if it hits 17.5 I would see this as a negative indication on the stock. It does appear to have an increase in volume, but for a takeover I would expect to see the price going up, not down, on the volume.
