Doug,

Refer back to your copy of the Starr Report. He's not charged with sexual misconduct, although having sex on Federal property with an employee did violate federal law. You're not going to draw me into a discussion about Clinton's sexual proclivities apart from how it relates to his involvement in the Civil Suit and his subsequent perjury, witness tampering, and obstruction of justice. The writer of that article completely misses the point.
