If Repubs end up getting a much stronger Congressional majority in November, and succeed in impeaching the Pres. as a result, a number of things will happen.
First, I think if the Repubs. pick up a lot of seats it will be an off year phenomenon, exacerbated by the enormously energyzing this crisis has on the core Religious Right, and other hard right, constituencies. And the demoralizing effect it will temporarily have on some democrats. It will not be a result of cross over a lot of people who voted for Clinton, for example, to the Repub. side. Some, not much.
The resulf of a strong Cong. majority and throwing Clinton out will be to give the Repubs. their head. They'll try hard to fully reverse abortion laws, further tighten welfare laws, adopt school prayer measures, pass harsh internet obscenity laws, and a host of other things.
Much of this will be vetoed by Gore, but the Repub. message will be clear. And the Repubs. will succeed in overriding some vetoes. Meanwhile Congressional intrasingence will be blamed for the recession we will have sometime between now and 2000. Because of stuff like not enough IMF support, blocking other initiatives the Admin. may come up with if things get worse overseas, etc.
The result of that will be Democratic control of both Houses, and Gore re-elected by a large majority in 2000.
That's my crystal ball.
IF the Repubs. win big in Nov. Which I'm not at all sure will be the case.
