When, where, and what did Greenspan say about the margin levels for buying stocks on margin? Is he actually on record, or are any of the governors of the Fed on record, as saying anything about this? I would be very interested to know. Margin rates haven't been changed in a great many years. They can be raised as high as 100% if the Fed wishes. It's one of their few real direct powers over the stock market, though some people suggest they have secretly bought index futures (which there seems to be no evidence for, and which they have no authority to do).
