IMO, this "splitting hairs" about whether every activity other than actual "sexual intercourse" is not "sexual relations" seems to be either a geographic phenomenon in USA(the South's definition?) OR the legal community's distinction - Pres. Clinton prefers, in this instance, to use the "legal definition."
