I don't consider that lying. That was promising something that he couldn't deliver or couldn't abide by. At the time he spoke, it was a true statement. He paid the price for not being able to live up to that promise although this was actually being pushed by the Democratic Congress. The Democrats, especially Rostenkowski, were looking at an increase in the Social Security tax to 22% from the current 15%. If you can prove that he intended in 1988 to raise taxes in 1991, then you may have a point. I doubt he was anticipating a recession at that time. The deficit was decreasing when he entered office. He paid the price for the Savings & Loan bailout which extended the recession as well.
