The "serious shortfalls" statement is taken out of context. To paraphrase, he said that it was a good company, but it had serious shortfalls for what CSCO looks for in an acquisition. Key to this was the difficulty in integrating a large company that is not in the same geographic location. Chambers did not 'dis' CIEN at all, just said that it didn't meet his buying criteria.
