I'm not sure if you are referring to the superimposition of intelligence onto actual power lines (as in to the home as a means of alternate access), or the initiative of certain large Electric Power Utility consortia to promote a separate fiber optic mesh across the country, using their existing rights of ways.

The former of the two has not moved out of the gee-wiz state.

The latter (f-o "grid" shadow) is progressing very nicely, although not as a singularly led mission as one would imagine, and not solely for Internet purposes. The utilities, aside from undergoing deregulation which is reshaping the industry's distribution methods through resale and load sharing, are now looking with increased interest at new means of mining the gold that lies in their lucrative ROWs.

From time to time I've posted some of the telecomms initiatives announced by some of the more adventuresome utilities in the Last Mile Thread, and I've considered this subject as thread of its own. Not enough time in the day, tho. Please distinguish which of these modes you are referring to, and elaborate somewhat.
