Just having a little fun with words. You have to admit it was pretty slick how they tricked him and got the Media to buy into it.
This is the way I think it happened:
The lawyers baited the hook with a Court Definition of Sexual Relations that excluded BJs. What Dumb Luck Clinton must have thought, in his brilliant legal mind he realized he could hyper-legally deny sexual relations and not commit perjury, "I wasn't about to do the work for them (little did he know what was brewing)."
The Jone's lawyers new this hook had a very thin line on it, so they waited until their associate started to leak juicier information about the affair to the press, and waited for Clinton to make a mistake. As soon as Clinton went on TV denying Sexual Relations (in his mind, as it was defined in the Jones case), they fired the Harpoon Gun, by releasing the info of the tapes, the dress, the Starr Interogation of Lewinsky etc.
To ensure the Harpoon stuck deep and fast into their victim, they had to keep leaking details of sexual activities onto the airwaves, to encourage outrage and empower their quest. They then used questionable tactics to get the Attorney Generals permission to look further into the matter, opening the door for the most abusive use of power seen in modern America. They intimidated Ms. Lewinsky's mother, and Ms. Lewinsky with threats of incarceration, into rolling over and discussing the intimate details, about what she did with cigars, and how she exposed her breasts. Once they had gleaned every ounce of raw detail for their arsenal, they were poised for the final attack in the court of public opinion. The Harpoon was in solid, now to reel it in. They felt the timing was right, the leaks had people frothing at the mouth. Liar, Liar, Perjurer, they were shouting from the bullypulpit. In a well staged spectacle the box loads of sexual details were arriving to be rubberstamped for cannon fodder in the rightwing arsenal. Since the polls showed they could blow smoke (with the Tobacco companies) until they were blue in the face without changing the polls much (because the whole thing just didn't smell right), they snickered secretly to themselves as they proceeded on plan to unleash their secret weapon, the video of the Presidents testimony. Fortunately the American public did see the video and it revealed who should be the real subject of inquiry.
