Went looking for home pages of the LEAP operating companies. No luck with Pegaso Telecomunicaciones, Metrosvyaz and/or Orrengrove, or OzPhone, although I did finally realize that the name OzPhone is a play on something like Aus(sie)Phone. Duh. Took me a while on that one. Chase Telecommunications is in the silent phase of the registration process and has shut down their website and referred visitors to the EDGAR database. chilesatpcs.cl Looks like ChileSat PCS has more than 9,000,000 subscribers throughout Chile. Service is divided into three zones: North, Central, and South, with each zone further subdivided into regions. Subscribers can choose from several pricing plans and select the Q or QCP1920 phone. My Spanish is of the "mas cervecas" variety. Maybe someone else can glean more info from this site. By the way, what is the currency used in Chile? Is there a Chilean dollar?
