It's because of the law, Sal. Check it out. DoJ doesn't exactly like this particular law, they're supposed to have asked to have it repealed a year or so ago. Bunch of naive high cool civics guys there, unlike clever Bill and Co.

And, of course, the law is why Bill's deposition was videotaped in the first place, to give the appeals panel time to decide if Bill's premature senility / deposition-dependent amnesia / lying was enough of a trade secret to keep it all under cover.
