Okay, dd, let's call a truce. :-) Shake? Still, I can't quite agree that Clinton's black support was bought with taxpayers' money. True, there now appear to be more blacks than whites on welfare (a recent change), even though blacks are only 12.7% of the population. On the other hand, the number of blacks below the poverty line has been dropping (down to 25.6% in 1997). Furthermore, welfare programs (exclusive of Social Security)account for only 6% of federal budget expenditures. In any event, the data suggest that the income gap WITHIN the black community has been widening. At the same time, the black middle class appears to be as supportive of Clinton as the black "underclass," even though it has not been the beneficiary of welfare payments... jbe
