in my attempt to understand the well (reason for the economics, and the delay) , i went to the source, utah statutes/rules.
i did spent a good amount of time on it, it might have been faster if i just went to a law school that had a copy of Utah's statutes.
now that i know where some of the info is , i still have to understand it, and there is information i have yet to obtain:
for instance, the diference between a class 1,2,3,4,5 well, landfill vs. wells, upgrading to a higher class, the economics between landfill and injection wells, bond needed for new wells etc...
reading the statutes and the real world is like reading a book on how to ride a horse and getting on one and staying there for more than 8 seconds.
