If the did PCI-X firms attempt to exclude or overcharge any other competitor or customer, they will violate Sherman Act Sec.1
I hate to take a strong position on this, but your statement is nonsense. CPQ could easily have patented some of the technology in PCI-X and charged onorous royalties for many years to come. High tech companies do this all the time. There is no requirement for companies to share intellectual property at all, let alone for free.

Likewise companies frequently share intellectual property with some competitors and not others. This activity is also protected by our intellectual property laws.

Since none of these companies is in a monopoly position on any of these technologies, there is absolutely no relevance to Sherman Anti-trust. Your statements are misguided and show a lack of understanding of the way the industry works today.
