I again will admit that as a Canadian I did not get to study your Constitution in High School, as I think most Americans do, so you'll forgive me if this is a stupid question. But it seems to me that the phrase 'treason, bribery, and other high crimes and misdemeanors' implies that the crimes and misdemeanors must be of similar magnitude as treason and bribery. Are Starr's charges in fact of such a magnitude?
