Oregon here is pretty serious about insurance; they take your car away in Portland if you get caught without it.
But I heard this idea once, that makes sense to me now, three hundred years later.....put minimal average insurance in the cost of a gallon of gas. That way, there's no question of who is insured, no uninsured, no $250 for po' folks to come up with, no collection/insurance side of the business in administration. Just an automated per-gallon point of consumption tax. You drive, you're insured. And people who drive less obviously pay less. People out there the most, pay the most. You could buy more insurance privately if you wanted it. But the average minimum in collision and medical would be automatic.
I couldn't see anything major wrong with it, except it has the word tax in it. But it would cost less, something like a dime a gallon back whenever I heard about it.
But that was before I realized nothing ever, ever, changes in this country. I can't think of a single major change since I was a boy, except the draft ending and 18 yr olds thereby getting to vote.
