[Teligent, Winstar, Advanced Radio Telecom Rated By BT Alex. Brown] NEW YORK -(Dow Jones)- BT Alex. Brown Inc. initiated coverage of three wireless local phone companies Tuesday, assigning "strong buy" ratings to Winstar Communications Inc. (WCII) and Teligent Inc. (TGNT) and a "buy" rating to Advanced Radio Telecom Corp. (ARTT). Analyst Jeffrey Hines said the brokerage firm has established 12-month price targets of $49 for Winstar; $40 for Teligent; and $13 for Advanced Radio Telecom.
