the funding, as I understand it, does not require the military to spend it on additional technologies if they don't want to. CXI may have to go to federal court or the court of public opinion (the media) to get a fair shake.
It seems the military wants incineration and will keep funding techs that they know will fail unless and until a groundswell of public opinion and demand makes it clear that that the military does not run this country.
